    Load of old tosh, they are U.K plates issued by DVA, Irish plates are nothing like that.

    Strictly speaking they are Northern Ireland plates. As you correctly pointed out, they are issued by the DVA…based in Coleraine, Northern Ireland. This is why they are generally referred to as Irish number plates. As this is the common term for these number plates, the video explains them in these terms. They can of course be used anywhere in the UK. I presume the “Irish number plates” you refer to are Eire, which are indeed not like these.
